Preface

  1. The first edition of this report was issued in 1997, on the occasion of the 10th Anniversary since the adoption of the Montreal Protocol. The present report contains additional and updated data on the production and consumption of ozone-depleting substances (ODS), as reported to the Secretariat during the period 1986-1998, by about 150 Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer. The Secretariat has arranged the data provided by the Parties into the groups for which control measures are prescribed in the Protocol. To calculate the figures for each group, the quantities in metric tons reported by the Parties for each substance of the group were multiplied by the ozone-depleting potential (ODP) of that substance and added together. All the data in this report is therefore presented in ODP tons.
  2. The substances subject to the controls are as follows:
    1. Annex A, Group I: chlorofluorocarbons (CFCs) and Group II: halons (Montreal Protocol, 1987);
    2. Annex B, Group I: other fully halogenated CFCs, Group II: carbon tetrachloride and Group III: methyl chloroform (London Amendment, 1990);
    3. Annex C, Group I: hydrochlorofluorocarbons (HCFCs) and Group II: hydrobromofluorocarbons (HBFCs); Annex E: methyl bromide (Copenhagen Amendment, 1992).

    The control measures applicable as at the end of 1997 are annexed.

  3. Each of the Parties is required to report for the base year and for each year beginning with the year in which the Protocol or the Amendment entered into force for that party. The ratification of amendments proceeded slowly and currently, 170 Parties have ratified the Montreal Protocol, 136 the London Amendment, and 99 the Copenhagen Amendment.
  4. In the data analysis in this report, a hyphen (-) has been used where Parties were not required to report data and the abbreviation N.R. (not reported) where Parties are required to report but have not.
  5. In the report tables, not all groups of controlled substances will have figures for each country for the different years. One reason is that Parties are required to report, and are bound by the control measures, on only those substances controlled by the Protocol/Amendments which they have ratified. A Party that has never reported production and consumption of a certain substance group will not show up in the respective table of this report. The report tables include for each Party the date of ratification of the Montreal Protocol and of the relevant Amendment of the Protocol.
  6. Some developing countries have yet to provide full reports. Under Article 5 of the Montreal Protocol, developing countries with per capita consumption below the limits prescribed in that Article are entitled to delay the implementation of the control measures of the Protocol. Such Parties are eligible for financial assistance from the Multilateral Fund in accordance with Article 10 of the Protocol. The Multilateral Fund provides assistance to such Parties for institutional strengthening, for the preparation of a country programme to implement the control measures and for ODS phase-out projects. It has been recognized that many developing countries may be unable to submit their data until their country programmes have been prepared. The Sixth Meeting of the Parties permitted temporary classification of non-reporting developing country Parties as operating under Article 5 for a period of two years. It also mandated that the Parties operating under Article 5 must report their data within one year of the approval of their country programme by the Executive Committee of the Multilateral Fund. As can be seen from the data, some developing countries have yet to report their data for 1986 - 1998. These countries are being helped by the Multilateral Fund to prepare their country programmes.
  7. The Ninth Meeting of the Parties approved five new formats for reporting data under Article 7 of the Protocol. The old data formats used by the Parties to report data were replaced, and beginning 1997 and onwards, the revised formats were used. To assist the Parties in providing the data as required by the revised formats, a handbook was prepared and distributed to all Parties by UNEP-TIE.
  8. Some of the production or consumption figures may be negative. Production has been defined under the Protocol as production minus the amount destroyed minus the amount entirely used as feedstock in the manufacture of other chemicals. Consumption is defined as production plus imports minus exports of controlled substances. Since the figures are for each calendar year, it is quite possible that in some years the feedstock figure may exceed the production figure of that year, if the feedstock use is from a carry-over stock. The production could be negative in such cases. For the same reason, the consumption could also be negative.
  9. For Parties which have reported production of ODS, but have not reported the quantities of ODS which they imported and exported, their consumption (defined by the Protocol as: production plus imports minus exports) is noted as "not reported" (NR.).
  10. Since the entry into force of the Montreal Protocol in 1989, many political changes have come about. Many States have emerged in the place of the former Soviet Union. Similar changes have occurred in Yugoslavia and the former Czechoslovakia. The European Community has also expanded its membership from 12 to 15 during this period. The data report contains an appropriate footnote to explain the basis of the various figures given, taking into account this political change.
  11. In this data report, the Secretariat has not attempted a time series or regional analysis. The main obstacle to such an analysis is that comparisons are only possible for the countries which reported for all the years and not all countries have made such reports. No doubt, researchers throughout the world will undertake detailed statistical analyses, with interesting results.
  12. The Secretariat hopes that this publication will be of interest to many readers and it would be grateful for any suggestions on ways of improving the format of presentation or for any corrections. The Secretariat will present an update of this publication every year, after taking into account any suggestions received.

The thin layer of Ozone in the stratosphere, located between 10 and 50 kilometres above the Earth, absorbs all but a small fraction of the harmful ultraviolet radiation (UV-B) emanating from the sun and protects all life on Earth.

Observations of the atmosphere have proved depletion of Ozone over the middle and higher latitudes, and an "Ozone Hole" annually over the South Pole. Scientists have linked the ozone depletion and the "hole" to the increasing emissions of Ozone depleting substances (ODSs): Chlorofluorocarbons (CFCs), Hydrochlorofluorocarbons (HCFCs) and Halons, as well as Carbon tetrachloride, Methyl chloroform and Methyl bromide.

Alarmed by these discoveries, governments agreed in 1985 upon the Vienna Convention for the Protection of the Ozone Layer and in 1987 on the Montreal Protocol on Substances that Deplete the Ozone Layer. The Montreal Protocol mandates the phase-out of the ODSs by all countries according to a specified timetable.

The Montreal Protocol also requires all countries, under Article 7 of the Protocol and other decisions taken by the Parties, to report their annual consumption, production, imports, and exports of ODSs for given baseline years (1986, 1989, 1991) and for subsequently years. To facilitate the verification of compliance by the Parties, the Ozone Secretariat has been preparing an annual summary of the ODS data reported by the Parties for the meetings of the Parties.

This report presents the ODS data, as reported by the Parties, for the period 1986-1998 in a consolidated form, as has been requested by various academic institutes and organizations.
